In my little town in Sinaloa they would do this any time you wanted your soda "to go". Since the bottles were recycled, I guess it was more practical that way rather than chasing your ass down to get the bottle back.
I believe this is true in all countries were poverty is common. Seriously, who wants to leave a whole quarter deposit. Then you don't have any money left for las maquinitas!
